Is CPF Broke?

We pay to the CPF Board hoping to retire with peace of mind when we finally take a break before we die. The people in PAP keeps moving the goalposts. Way back in the 60's and 70's we were promised that we would receive our CPF (with interest) at age 55. Look what's happening now? It went from age 55 to 60 to 62 to 65 to . . . . . . .kingdom comes!

They screwed us with:
  • Medisave
  • Minimum Sum Scheme
  • Compulsory Annuity (CPF Life?)
Economists and financial experts like Christopher Balding [Link] and Kenneth Jeyaratnam  [Link] and [Link] have come up with their report and theories of the funny but scary financial situation that Singapore is in. Kenneth has written to Tony Tan (President of Singapore) and Tharman Shamugaratnam (DPM and Finance Minister of Singapore) to ask what, where and why Singaporeans' reserves are. However, poor Kenneth has yet to receive a reply. I do not think a reply is forthcoming from the ruling PAP because I can still remember what they did to our ex-President Ong Teng Cheong when he asked to know of our reserves. [Link on why he wasn't given a state funeral] [Link on his interview with Asiaweek]

As an ordinary Singaporean with no knowledge of economics or financial expertise, my gut feel is our reserve is fooked! Like our former President Mr Ong Teng Cheong could not know, we will not know! My simple minded reasoning is:

If the money is there, why does PAP need to delay the withdrawal of CPF savings with deceptions like:
  • Medisave
  • Minimum Sum Scheme
  • Compulsory Annuity (CPF Life?)
I am sad to note that CPF is so fookin' broke that they have to charge CPF members an administrative fee of more than $3.00 (plus co-payment and deductibles) for sick senior citizens to use their own Medisave savings to pay for the medical bill in Polyclinic!

Is CPF broke?

Rationale for CPF Board's Corporate Logo

The circle draws emphasis on the completeness of the CPF system as a guaranteed social security savings scheme.
The shield represents security and protection for our members in their retirement.
The three keys represent the unity in the tripartite relationship among employees, employers and the Government.
Lastly, the use of the colour green in our logo highlights CPF's constant growth and dynamism.

Rationale for CPF Board's 50th Anniversary Logo

The CPF Anniversary logo comprises the Board's logo and the symbolic 50 which denotes 50 years of CPF history.
The numeric symbol "50" underscores the Board's long-standing commitment in helping our members save for their retirement. Its bold stroke suggests qualities of spontaneity and creativity. It also demonstrates our confidence in the many collaborative relationships we have forged with our stakeholders through the years. Placed securely next to our corporate logo, the 50th Anniversary logo reaffirms our vision in a planned future.
The colour scheme, crimson yellow and green, creates a contemporary, refreshing appeal with a touch of warmth. Crimson yellow represents 50 golden years of strength and illumination. Our corporate colour green signifies constant growth and dynamism.
Signed across the “50th ” anniversary symbol is the tagline - “Saving for our retirement”, an axiom that captures the essence of the Board's mission.

An enlightening question that we must ask ourselves with regards to CPF: "ARE WE FOOKED YET?"

My dear readers, in the words of DPM Teo Chee Hean,

"SO, WHAT DO YOU THINK?"

Yes, keep asking until the next election. Hopefully the next government will do a deatailed audit on the state reserve.

Nothing can be done

You & I will never ever know what
is going on behind closed doors.

Even after the PAP is gone, it would take years & years to get to the truth.. becos only a few know it. and these people will take it to their graves.

Best thing to do now is to regard your CPF as a bond or treasury bill. Hold it to maturity.. and pass it on as legacy to the ones you love.. or charity.

That is provided you have anything left.

Oh! show me a leader that will bring us out of this!

The CPF letter stated that based on the current S$131K min set aside at aged 55, one will receive S$1,170 monthly from age 65 "but for only about 20 years till the RA savings is depleted".

But when I went to the CPF Office to confirm this, the Officer clarified that while the S$1,170monthly is fixed but the 20 years duration is only an estimate. It can go up or can go down depending on the declared interest in the coming years.

And when I ask them for the formula on how this will be computed, the Officer replied that it is confidential and cannot not be revealed.

Then I asked how can I decide whether to switch from Min. Sum Scheme to CPF Life if this formula is not revealed to me for comparison? Then the Officer advised better to stick to the min sum scheme as in the CPF Life Scheme, it will be even worse as there will be even more unknown factors which will affect the monthly payment like mortality rate, no. of members joining the scheme, amount of payment paid out, etc.?

Can't help feeling no matter which way I go, I am being screwed & let down by the CPF Board ?

To Anon @June 12, 2012 9:15 AM,

I share the same sentiments. I don't regard my CPF as a nest egg; to me it is something that my folks can touch only after my death.
That's why I am not afraid of dying.

I thought CPF Life Scheme is a Compulsory Scheme for all CPF Account Holders. Like it or NOT still have to join. Please correct me if I'm wrong on this!!

As a matter of facts, I have discussed the CPF Life Scheme with 10 friends who are 60+ year old and all of us came to the same conclusion that CPF Life is a CON Scheme because it is NOT guarantee by Government if the said scheme turns out to be insolvent.

CPF LIFE is mandatory for those born after 1958

Those born earlier have the option to sign up or to stick to the old scheme which is using up the min sum till all depleted.. which is approximately 20 years.

CPF LIFE uses the same min sum but it will pay you as long as you are still alive.

This means CPF LIFE will pay you less but over a indefinite period
While the old scheme will pay you until the min sum money runs out.

Short story:

CPF LIFE pays until you die
CPF min sum scheme pays until the min sum runs out

Both uses your min sum

If you are born after 1958, you have no choice. You will be in CPF LIFE

The world is dependent on faith.

The faith that your money in the bank will be returned to you when you ask for it.

Everything is based on this basic believe & trust.
The world adopted this when the Gold standard was dropped in favour of this faith system.

That is how you can get your HDB loan, car loan, business loan.
Based on faith that you will faithfully pay on time and until the debt is paid.

The bank also depends on faith that the value of the HDB flat, car can be sold at a min price.
They do this through managing the risk. That is why they ( the banks ) are also the insurance people. ( look carefully who the shareholders are in insurance companies)

Take away this faith & trust and the entire system ( a pyramid scheme really )will collapse.

So Gov & politicians will need your faith and trust to keep this going. All Gov around the world are in collaboration in this.. once in a while, like Hitler, Chavez, Fidel Castro and even Mahathir will not play along.
That is why they become famous. ( besides other deeds )

CPF is the same.

All the money is merely book entries.
Just digits and numbers.

They can do this because they are not small like you and me.

If you & I went into a shop and write a number and give it to the owner in exchange for a nice suit, they will call the police or the mental hospital.

Look smart, dress smart, talk smart.. and sometimes instill fear ( good heavy ones ) and people will give you everything.. based on nothing but just faith.

Great idea eh?

( and its been practiced since before christ )

The most unusual thing is this:

How come no professional accountant or professional with understanding of statistics, averages or financial knowledge has ever spoken or challenged their calculations?

Maybe there was, but never reported.

Then...

How come the political parties do not mention anythng ( indepth ) about this?

Are we the only ones that is daft?

Or each professional has been paid to shut up?

Really strange or maybe there is nothinh to it at all.

Only 2 options.
1. DIY method which is what anon 10.59am proposed

2. Vote out the PAP. But a sizeable chunk from the 60% dimwits is imperative, but even then, there is no guarantee the reserves are enough to pay off everyone.

it therefore begs the question why the PAP is so fooking adamant on flooding this tiny island with another 2 to 3 million CPF contributors(migrants)

Statements from ST N MINISTER - to be etched in Spore's history - to be remembered and to be held accountable:

"Raising CPF returns is manifestly the right thing to do.It is true the Government faces political flak if funds under-perform, whereas the current guaranteed return is risk-free financially and politically. But a good government does not shirk from doing what it is right; instead it goes ahead and manages the risk.Even as workers are urged to work longer, they should have the assurance that their old-age savings are also being made to work harder."- Chua Mui Hoong, Straits Times, 9 July 2007

CPF Life will help low and lower-middle income meet typical spending needs

'Some people think the Government introduced CPF Life to hold on to their money for life. Actually, all it means is that you get paid for life.'

It is not helpful to advise people to emigrate.

This is home to many people.

Just to take out the CPF?

How about solving the problem right here instead of running away?

If rioting, protesting, violence is the only option, then, so be it.

But with whom will I be violent with?

Who can I hold responsible?

Should there be an inquiry?

Who should we hang?

Did I not give my vote to a party who was represented by a human being?

Did this human being speak and vote and represented me in Parliament?

Did that singular vote support and passed a bill to do what the CPF is authorised to do?

Who gave that vote?
Who abstained?
Who voted "no"

Looks like its all my fault
My own doing
My own choice.

That being the case, it means I have a choice in many other things too.. and emigrating is not one.

This is my home and I will fight for what is mine.. CPF and
char kway teow.

He is a financial expert who claimed to be able to keep Sin in good stead despite global financial turmoil. He also PROMISED TO DO HIS BEST FOR SINGAPOREANS during the Presidential Election Husting. As he was the Ex Chief in GIC and now the Elected President, he must have all the informations the people are seeking.

So, will Singaporeans go to President Tony Tan at the Istana, during it's Open House, to ask him for the answer?

CPF funds are supposed to be our hard earned savings for our own retirement, no ?

Then WHAT THE FUCK did our Govt turned our CPF Life scheme into a casino by forcing a portion of our savings into this common jackpot to support the retirement of those with a longer lifespan at the expense of those who die earlier ?

Which means for a shortlived CPF member, his/her hard earned compulsory salary deductions for CPF will end up subsidising the livelihood of some other stranger for life just because that stranger happens to live longer ?

So how can the CPF Life Scheme be equitable because the odds are now dependant on one's mortatlity rate ?

Which comes to the conclusion that our PAP Govt has become so calculative now in making use of a some CPF members' own compulsory CPF savings to help pay for the living needs of those who are living longer ?

Isn't that cunning of our PAP leaders to come up with such a scheming retirement plan for CPF members ?

We do not have a Government

What we have is a board of directors
You and I are merely employees

Voting? Elections?

Just a show piece in order to meet minimum criteria to borrow money, invite business to set up shop.

You think business people care very much about how the people live?

All they are concerned with is safe environment for their factories, offices and ease of transport to & fro other business hubs.

If you had to set up shop on Batam, what would your criteria be? Reliable power supply?
Knowledgeable workers?

Responsible people who do not carry placards outside your office right?

That is what our SAF is for.. a show of security.. whether it works or not is another story.

CPF is our money?.. yes but we have authorised it to be lent to the board of directors to do whatever they deem fit.. and they are not going to share it with you.. the profits that is

But... when they need more.. ha! ha!..

WHAT YOU THINK????

Mind you, it is a compelling idea that the foreign worker levies collected goes into the CPF.

The argument is:

"We control foreigners by charging business owners and the rich tai-tai for employing 2 or 3 maids

This is a type of leveling.. if you can afford it, pay into the CPF so that others who are not so fortunate, will get a share of your wealth"

Great point eh?

How to say "no" ??

I think it's immoral and barbaric to use laws - where they control the parliament to pass laws to deprive citizens of their rightful life savings when they retire. It is even worst and most uncivilised to charge us when we use our own cpf to pay for our medical charges. No other democratic first world country will do that except here in Sg. It's a shame.

So I think we need cpf to return our money to us.

IS our government making money at all from their investments? If yes, they can use the profits for their investments. Otherwise, why still increase cpf minimum sum. A real business man would use profits he generate to make more money. Not money of the people!
